New Ward Profiles Updated

New Ward Profiles have been updated for any candidate for Alder, elected officials and former elected officials (state legislature, City citywide and Alders, citywide County officers, School Board), ward organizations, party committeepeople, who filed January Reports with Missouri Ethics Commission. January Reports were optional.

The next filing are Or 40 Days Before Election Reports, due January 26th. They are required only if committee 1) accepted contributions (money or in-kind), 2) had expenses (paid or incurred), or 3) donated to another committee. The closing date for this report is January 21st.

4 Day Workweek Comes to St. Louis City Hall

Some St. Louis City employees are about to get a very cushy gig- $72,000 a year for 32 hours of work (counting lunch and breaks), plus a $5,000 expense account (you can donate to your church or ward nonprofit if you want), health insurance, pension, paid holidays. You can mostly work remotely and it’s OK to also work at as a bank vice president, a public relations consultant, an attorney, or own a business. Unlike other City employees, no timesheet will be required for the hours worked, the honor system will be in use.

What position do you apply for to get this great deal? Alder. Sorry. No applications will be taken for another two years.

The full Board of Alders voted Friday (January 20th) to increase their salaries and enshrine their elected office as a position requiring some of their time but not all of their time. The vote was 17 Yes, 8 No, 1 Abstention, 2 Absent.

Board Bill 119, as amended by BOA Personnel Committee, was on the Perfection Calendar, the first of two votes toward making it law. It will likely be approved- Third Reading vote- nest Friday (January 27th).

The ordinance will take affect after the April 4th General Election when City voters will elect fourteen Alders to new redistricted wards under ward reduction.

The ballot for March 7th Primary includes 11 of 14 wards with one or more current Alders running for the office. To be clear, Alders are voting for their own pay raise.

Under City Charter, “The mayor shall devote his entire time to the duties of his office.

Voters should add similar language City Charter by amendment for both Board President and Alders.

Your $72,000 Future Alders Side Gigs

St. Louis Alders are about to raise their salaries from $37,000 to $72,000. Most will continue secondary employment, running businesses and working at other jobs for paychecks, unless very specific wording is added to the City Charter by public vote.

Alders and Board President should be required to devote all their time to the elected job, same as Charter requires the Mayor:  “The mayor shall devote his entire time to the duties of his office.

Without a “devote entire time” Charter Amendment, St. Louisans will end up paying $72,000 salaries to municipal legislators who split their time between being Alders and other occupations, other jobs that bring conflicts of interest.

The New Ward Profiles have been updated with last day candidate filings for Alders.

Next week, they will be updated for new committee activity at Missouri Ethics Commission and some other tidying up.

New Ward Profiles WILL be updated for candidate campaign report information after one or more of the following:

  • January Quarterly Report: Due January 17th. Optional for all committees. The closing date for this report was December 31st. Any money raised after that date will not be reported in January Quarterly. Again, it’s each committee’s decision on whether to make a January Report

The New Ward Profiles WILL NOT be updated with:

  • 48 Hour Report of Contribution over $5,000: Due within 48 Hours after receipt.
  • 24 Hour Notice of Late Contribution Over $250 Received Less Than 12 Days Before Election: Due within 24 Hours after receipt.
  • 24 Hour Late Expenditure Report by Continuing Committees (PACs including ward committees): Due within 24 Hours after paid or incurred.

These contributions and expenditures reported in these filings are included in the next report filed by the committee. There are too many candidates in this election cycle for one person (me) to keep up with these kinds of filings.

Also

The smaller the political subdivision, the more likely a candidate will file late reports (and pay fines for it) or incorrect reports that are later amended. Committees also play the didn’t get a bill until after the election game where expenses are reported after the election.

Vote Run Lead

The Deadline in St. Louis City to file for Board President or Alder is 5 pm Friday, January 6th.

Here are the qualifications and requirements.

A candidate for Board of Alder President must be at least 30 years of age, a U.S. citizen for at least 5 years, St. Louis City resident for at least 5 years, an assessed City taxpayer for at least 2 years, and must not have been convicted of malfeasance in office, bribery or other corrupt practice or crime.

A candidate for Alder must be at least 25 years of age, a U.S. citizen for at least 5 years, St. Louis City resident for at least 3  years, a resident of the ward from which elected for at least one year, an assessed City taxpayer for at least 2 years, and must not have been convicted of malfeasance in office, bribery or other corrupt practice or crime.

✔️ All candidates for City office will need petition signatures for Certificate of Nomination.

✔️ All candidates must obtain a receipt from City Treasurer for payment of a filing fee  equal to 1% of the salary of the office sought.

✔️ All candidates must obtain a Statement of Tax Clearance confirmation the candidate  is not delinquent in the payment of city taxes and water and refuse bills- from City Collector of Revenue.

Candidates must take their Certificate of Nomination, receipt for payment of filing fee, and Statement of Tax Clearance to the Board of Election to file by the deadline.

✔️ Candidates must also file campaign finance reports with Missouri Ethics Commission.

Don’t Fall for the Full-Time Alder Scam

I previously wrote about legislation to increase salaries of St. Louis City Alders to $72,000 without requiring them to devote all their time to their public office.

Now there’s an effort to amend the City Charter to make Alders full-time City employees. The problem is Alder Joe Vaccaros’ Board Bill 126 is one of two things- completely meaningless or a nightmare for courts to sort out. In either case, Alders should start over.

Vaccaro’s proposed Charter amendment doesn’t define what full-time employee means, reference current City Personnel Department language, or link to State or Federal law. He leaves it up to each person to decide for themselves what full-time means and, apparently, then litigate it to death.

Is Vaccaro proposing an honor system where each Alder says they worked x-number of hours?

Is Vaccaro suggesting that after voters passed this terribly flawed amendment that Alders would figure out some kind of report your hours to Board Clerk system.? The Board Clerk is a Board patronage employee, so there are all sort of conflicts of interest to this self-regulating full-time employee charade.

Do many or even most Alders put in forty hours a week or more? Absolutely.

Would it be a good thing to properly compensate elected officials who devote themselves to public service? Absolutely.

But this bill does not do that. Vaccaro’s proposal treats Alders who devote all their time to being an Alder and Alders who are bank vice presidents, attorneys, public relations consultants, business owners, landlords, etc. the same. See list, a work in progress, below.

There is a better way, a charter amendment that makes Alders and Board President devote all their time to the elected job, same as Charter requires the Mayor:  “The mayor shall devote his entire time to the duties of his office.

A huge bonus to requiring full devotion to the job is that it will remove conflicts of interests such as the ones posed by Jack Coatar being an Alder and working for Spencer Fane.

The proposed pay hike for Alders should be contingent on passage of a charter amendment requiring Alders to devote all their time to public service.
