Nexus PAC Update. Money to Bosley Charity Intrigue.

January 2026 campaign finance reports are trickling in to Missouri Ethics Commission and there’s an update to Sinquefields Donate to Nexus PAC. Again.

The January report for Nexus PAC shows two contributions to St. Louis City accounts and eight to campaigns elsewhere in Missouri as well as Illinois and South Carolina.

Nexus PAC is the legal money laundry for Nexus Group lobbyists. The PAC is run by attorney Matthew McBride, who serves on many St. Louis City economic development boards that authorize corporate welfare.

St. Louis City State Rep Nick Kimble received $500 from Nexus PAC and there was a peculiar $1,000 contribution to Communities First at 1428 Salisbury.

It’s peculiar because the $1,000 was reported given to Communities First as a campaign contribution, not a charitable donation.

The organization is registered as a nonprofit with Missouri Secretaary of State. It is not registered as a political action committee with Missouri Ethics Commission.

Communities First is a Bosley Family charity. Their website does not have any information on its Board and Staff page.

But we know from corporation records and internet searches that Lucinda Frazier is registered agent and heads the nonprofit. She is 14th Ward (and before redistricting, longtime 3rd Ward) Democratic Committeewoman and Chief Deputy Recorder for St. Louis City Recorder Michael Butler, who also serves on the Board for Communities First.

Frazier is also widow of former Alder Freeman Bosley Sr and matriarch of the Bosley political family, mother to State Rep LaKeySha Bosley, a.k.a. LaKeySha Frazier-Bosley, and former Alder Brandon Bosley.

Both LaKeySha Bosley and Brandon Bosley use the 1428 Salisbury address for their campaign committees.

LaKeySha Bosley also uses it for her address on her campaign account and works with Communities First, possibly as an employee either currently or previously.

As a state legislator, she also worked for Recorder Butler at Open Concept, his now shuttered all you can drink for one price bar.

1428 Salisbury has also been used as an address for former 3rd Ward and Bosley Family related campaign workers on MEC Reports.

In December 2025, the Missouri Ethics Commission fined Brandon Bosley nearly $50,000 for campaign finance violations.

Free market, anti tax, school privatization evangelists and high roller campaign contributors Rex and Jeannne Sinquefield made a $25,000 donation this week to Nexus PAC (not their first), the legal campaign money laundry for Nexus Group, a prominent lobbying shop in Missouri.

Some of Nexus Group’s current and past clients include various school privatization organizations (that’s probably what the Sinquefield money is for), Airbnb Inc, and developers.

But wait. There’s more.

The Treasurer for Nexus PAC is attorney Matthew McBride. McBride also sits on a number of economic development boards for the City of St. Louis. He chairs the St. Louis City Port Authority Commission and also serves on the City’s St. Louis Development Corporation Board, Enhanced Enterprise Zone Board, Land Clearance for Redevlopment Authority, Planned Industrial Expansion Authority.

Preservation Square redeveloper McCormack Baron Salazar is a donor to Nexus PAC but McBride failed to abstain or recuse himself on economic development board votes relating to Preservation Square.

These are powerful entities that authorize corporate welfare for developments. Sometimes these boards act on their own and sometimes what they adopt then goes on to the Board of Alders for approval. Sometimes these boards grant more incentives after Alders have acted, a breathtaking lack of transparency.

Clear to a lot of us who follow the corporate welfare sausage making machine in St. Louis, the treasurer of a PAC that legally launders money from developers, someone who writes campaign checks to City elected officials, should not be appointed to boards, let alone boards with elected officials as members, with millions of dollars in incentives for developers on the table.

But here we are. No one at City Hall seems to see a problem with all this conflict of interest.

The only thing that makes sense, sadly, in all this is Rex Sinquefield donating a lot of money to a PAC for lobbyists who not only represent school privatization interests but also developers who seek tax abatement, which is taking money away from public school kids who Sinquefield despises.

Delmar’s Corporate Welfare for Rich People

There are a lot of great things happening in St. Louis City and I credit hard work by many people, including activists and Mayor Tishaura Jones. Unfortunately, there is also the ongoing epidemic of corporate welfare, which started forty years ago and is now fecklessly rubber stamped by Alders, and pretty much the City caving to the public school privatization movement.

Among the awful things that happens in St. Louis is making public school kids pay for rich white people’s projects. Today, I’m writing projects on Delmar: Maxine Clark’s Delmar Divine, a home for privatization nonprofits, and billionaire Jim McKelvey’s Delmar Makers Place.

Yeah. Yeah. Yeah. Some really nice places owned by good people and good organizations are also now on Delmar because of Clark and McKelvey. That’s what rich people do. They drape themselves with good to ward off criticism. If these rich people were good themselves, they would pay for these projects on their own instead of burdening taxpayers and public school kids.

Maxine Clark is the welfare queen of Build A Bear. We used #WelfareBears on Twitter back in the day.

Clark has a net worth of $22.1 Million and makes $1,370,260 a year as a director on the board of Build A Bear. The City gave the company 50% of its earning’s/payroll/income taxes and 75% tax abatement (money taken from public school kids) to move fourteen miles from St. Louis County to Downtown St. Louis.

Millionaire privatization activist Rex Sinquefield’s Dimensional Fund Advisers owned 6.4% of Build A Bear stock at the time.

Alder Cara Spencer took a walk on that vote and then Alder now Board President Megan Green voted Yes. Voting No were Alder Shane Cohn and former Alders Heather Navarro and Dan Guenther.

A 200 jobs figure was tossed around by everyone during the process but the TIF agreement only required maintaining the 170 jobs. Information was highly problematic during the process and generally a #TransparencyFail, as we called it on Twitter.

Meanwhile, as public school kids pay for the Build A Bear move, Clark spends her retirement as godmother of public school privatization in St. Louis. Reminder: charter schools are private schools funded by tax dollars meant for public schools.

Clark’s Delmar Devine is a nonprofit campus that focuses on all sorts of privatization schemes and got all sorts of corporate welfare, including tax abatement, of course. It is home to:

Opportunity Trust, hell bent on using public dollars to open charter schools

WePower (an arm of Opportunity Trust), which wants more public money to expand child care at charter schools, not being content with a sales tax grift ridiculously adopted by voters to fund training and marketing of child care at charter schools but not public schools

United 4 Children, part of the early childhood education grift which doesn’t actually fund child care but rather funds training, marketing, information

KIPP charter schools

Clark-Fox Family Foundation, supporting various anti-public school and anti-union teacher efforts and I believe working on the funding child care at charter schools initiative

Teach For America, the anti-union, anti-teachers as a degreed profession group

All of them have well paid staff and public relations budgets that most of the small noprofits the rest of us are associated with will never see. It’s really stretching the definition to use “charity” on some of them. They are nonprofit arms of political agendas.

Then there’s Delmar’s Jim McKelvey, of Square fame. He could well afford to do anythign he has in St. Louis without making public school kids pay for it.

I meant to write a lot more on all this but I need to run. Just search McKelvey’s name for the millions and millions in tax abatement and other incentives he has benefitted from.
